Marleen BosmansThe project was part of a multicountry programme for "Support for Reproductive Health and Gender Needs for Displaced Populations with Special Attention to Adolescents." It was a four-year programme (September 2000- August 2004) and supported by the Belgian development cooperation. It was implemented in seven different countries, including Colombia, that are still affected by or emerging from war and armed conflict . The overall objective of this programme was to ensure that the reproductive health and gender issues were fully incorporated into humanitarian relief programmes and that the specific needs of displaced adolescents were met. ICRH was asked to do the final external evaluation of the project in Colombia.
The general objectives of the project in Colombia were 1) to guarantee full human and reproductive rights to internally displaced adolescents and 2) to give them access to sexual and reproductive health services. With the aim to realize these objectives the following specific objectives were identified: 1) to create demand among internally displaced adolescents; 2) to encourage the central government to create adolescent-friendly services by reforming norms and directives; 3) to ensure that government monies are provided to fund health services for internally displaced populations; 4) to ensure that state-sponsored services reach these populations to not only provide them with services, but to also make them once again feel like citizens of Colombia.
