In the context of the University Development Cooperation, the Universidade Eduardo Mondlane (UEM), Mozambique, was selected as a partner institution of the VLIR-UDC-programme ‘Institutional University Cooperation’. The implementation of the Partner Programme with UEM (2008-2013) is coordinated by professor M. Temmerman (UGent). The programme is being implemented inter-university and has as central theme ‘Reproductive Health and HIV/AIDS’. It comprises, in this first phase, 8 projects. Five projects address a sub-theme of the central theme and 3 projects will strengthen capacity in specific areas. The following project leaders are responsible for guiding the implementation of the projects:

8. Cluster Support Services: Permanent Expert, to be recruited by Gent University
The position of Permanent Expert of project 8, ‘Cluster Support Services’, is currently vacant.
Summary description of the project ‘Cluster Support Services’:
‘Initially the Partner programme comprised 7 projects, 5 projects addressing a specific topic in the area of reproductive health and 2 cross-cutting projects addressing aspects of capacity strengthening. After deliberation during the formulation process, it was agreed to add another (8th) project, to provide cross-cutting assistance to all projects. The rationale was that the 7 projects do not have sufficient expertise in house to ensure a correct occurrence of their research activities and that external technical support might be required. In addition, assistance might be needed for other activities such as the selection and guidance of the scholarship students and extension related activities. The Specific Objective of the project is that ‘The IUC programme projects are implemented in a synergetic and coordinated way, and are of high quality’.
Responsibilities of the permanent expert:
The permanent expert will be based in Maputo, Mozambique. The permanent expert will be responsible, in close collaboration with the Local Coordinator and Programme Manager, for the correct implementation, supervision and guidance of project 8:
· To provide technical guidance and support to all steps of the development and the implementation of research conducted by the IUC Programme’s projects:
o identification of research topics
o protocol development
o data collection
o data analysis
o report writing
o result dissemination
· To assist the Local Programme coordinator in ensuring coherence and improving coordination among the research conducted by the different projects:
o Within the programme
o With research conducted by other partners at UEM or in the country
· To coordinate the IUC Programme’s Competitive Research Fund
· To identify gaps in research skills among UEM staff, and to identify solutions to address the identified gaps
· To provide assistance to the Local Programme coordinator and/or the Programme Manager in certain tasks, according the needs, of the coordination and/or the management of the programme
· To provide assistance in the selection of the scholarship candidates
· To provide assistance in the extension-related activities of the projects
Required experience, qualifications and skills:
· Minimum 10 years of working experience, of which at least 5 years in research; sufficient experience in research management;
· Higher degree (Master or PhD) in one of the fields of the Programme: Public Health, Law, Social Sciences, Anthropology, or other related field;
· A specific degree in Epidemiology or another field related to research methodology is an advantage;
· Good command of the English and Portuguese language, both oral and written; Good command of the Dutch language is an advantage;
· Good communication skills;
· Sufficient computer skills (at least word processing, excel, power point, internet use)
Type of contract
The permanent expert will be employed by Ghent University and will respond to the Ughent Programme Coordinator. Contract-based (1 year), with possibility of annual renewal for the total duration of the five-year phase I of the programme. The contract and salary level are defined by the rules and criteria of the Ghent University. Allowances for expatriate stay abroad are defined following the VLIR rules and regulations. Starting date : April 1st, 2008.
