In January 2008 the Belgian Technical Cooperation created a new post "Expert in the Promotion of Cross-cutting Issues (gender, HIV/AIDS, environment, social economy) and Capacity Building of Stakeholders in the Democratic Republic of the Congo" within the framework of a more global "Programme for Support to Community Development Initiatives (PAIDECO)".

The project was part of a multicountry programme for "Support for Reproductive Health and Gender Needs for Displaced Populations with Special Attention to Adolescents." It was a four-year programme (September 2000- August 2004) and supported by the Belgian development cooperation. It was implemented in seven different countries, including Colombia, that are still affected by or emerging from war and armed conflict .
